Had a look in to this. All 8 RKO ones with George Sanders, Lewis Hayward and Hugh Sinclair were renewed and are now owned by Turner Entertainment. It seems that they are unavailable because the literary rights included TV but not a future technology clause so every time they are re-released on a new format new negotiations have to be entered into. All 8 films were released on Video in the late 90s on a limited time basis. Turner Entertainment would have to renegotiate with the literary estate of Leslie Charteris to put them out on DVD and I suppose they don't see a market.
That said there are probably some bootleggers who carry the titles and they may be available in markets were the films are PD.
There is also one made by Hammer Films in 1953 w/ Louis Hayward (The Saint Returns) If it wasn't for GATT this film would be PD.
